A Lancaster man already serving a decade-long sentence for sex abuse of a child will serve up to 30 additional years for beatings of a woman that a local judge called “brutal” and “sadistic.”
Alexander Ramos-Pacheco, 27, was sentenced in Lancaster County Court to 13 to 30 years in state prison on numerous charges, including aggravated assault and use of an electronic incapacitation device.
County Judge Donald Totaro ordered that sentence be served consecutive a 10-year federal term Pacheco was sentenced to in February 2016.
Ramos-Pacheco pleaded guilty in November to a series of beatings, over years, of the woman at his Lancaster city home. He strangled the woman and abused her with a stun gun, zapping her more than 20 times, leaving marks and scars on the woman’s body.
Last week, Judge Totaro called the abuse “sadistic.” Lancaster city police Detective Randy Zook, lead investigator, said the woman endured “daily horror” and told the judge the woman likely would have become a homicide victim had police not intervened.
In court, Assistant District Attorney Karen Mansfield played a 5-minute audio recording which Ramos-Pacheco took on his cellphone during one beating.
Judge Totaro listened to the recording before ordering sentence.
The victim was present in court, but did not speak. Her mother provided a statement about the damage caused by the abuse.
Ramos-Pacheco also pleaded guilty to simple assault (three counts), making terroristic threats, and stalking.
He is serving the federal sentence for sexually abusing a 15-year-old girl he contacted online, then drove out of state to meet in person. The FBI assisted Lancaster city police in that case. The U.S. Attorney’s office prosecuted.
